It is a harmless memory resident encrypted parasitic virus. It traces and hooks INT 21h, and then writes itself to the end of .COM- and .EXE-files that are executed. The virus does not manifest itself, it contains the ID-string:

These are dangerous not memory resident parasitic viruses. They search for .COM-files and write themselves at their ends. They infect large files (larger than 30720 bytes) incorrect, these files are not recoverable and they can halt the computer on execution. Sometimes these viruses display:
Cookie
Give me a Cookie

and wait for 'Cookie' input and then display:
Oh Thank you!

It is not a dangerous memory resident parasitic virus. It hooks INT 8, 21h and writes itself to the end of EXE files that are executed. Depending on the system timer it displays some message, but this text is corrupted in my sample of the virus. The virus detects its TSR copy by INT 21h call with AX=0EADh, the TSR copy returns AX=C001h. This in only reason to name that virus.
